Reply:Well a Rake or garden tool would have helped, and not at all knowing what the Rubber thing is, other than some kind of circular shield, You might easly kill grass but weeds are tough buggers.
Also not knowing if this is a raised bed, or intended to be flush with the lawn.
Most grasses are shallow rooted, and not knowing where you are, yours may be. IF in fact the shield was/is RUBBER, not mesh type black weed barrier, your chances of success are improved, BUT, you should also know the species of flowers and their proper planting depths, root growth and needs, and more importantly decent drainage.
Obviously if this is a quick cosmetic fix, and the flowers are perennials, then it hardly matters what you do, in their growing/blooming season.
While a tarp might help, it might be better to know what that rubber tree skirt is made of first, and a flower bed, especially if you're re-planting Potted, probably needs at least 4 to 6 inches of soil. From seed that would help, but is less an issue.

Reply:You can use a piece of landscape fabric to keep the grass from coming up in the bed. Then you cut small holes to plant your flowers, etc. Also, a good layer of mulch will help retain moisture and control weeds. If you put more than 5 or 6 inches of soil in, the grass will probably not come through. Weed seeds will blow in and germinate, so the fabric is a good idea.
