Full sun is also important. Morning to noon is better than hot afternoon sun.
Humidity and the fungus and mildew that comes with humidity are a greater enemy of blooming roses than just heat. Were I live it typically gets to 95 to 100 degrees F in the summer but the roses still bloom. They do bloom much better in the cooler temperatures of Spring and Fall.

Also, the only thing I'd like to add to the first post: make sure you are pruning multiple bud-clusters. If you are looking for larger roses all over your plant, pruning bud clusters down to just one bud allows the plant to direct more energy toward making that ONE flower bigger and healthier (and toward making MORE buds).
