You don't say what sort of flowering plants you are having this problem with. However, in general, it sounds like too much nitrogen fertilizer or your soil is too rich. Nitrogen encourages leaf growth. Plants flower best when they are somewhat starved. When they are under stress they start producing more flowers to ensure survival of the species through producing seeds. From the plant's point of view, a flower is a means of attracting pollinators so that they can produce seeds to survive.
So, cut down on the fertilizer!

Reply:since you didn't mention what type of plants you have, the answer might be because the type of plant it is have small flowers.
Some plants that reproduce from bulbs have been known to get smaller flowers as they age.
Other plants will put on a lot of green growth with certain soil conditions and not flower very well, but that is more the amount of flowers and not the size.
Have they ever made flowers that were larger? To get a better answer you probably need to be more specificflower
